Job Description

ESSENTIAL FUNCTIONS: Responsible for providing leadership and vision for Lucy’s Hearth focused on culturally attuned best practice in family homelessness prevention and mitigation. High level position overseeing the development, implementation, efficient and effective operation of the Lucy’s Hearth continuum of 24/7/365 emergency shelter, transitional self-sufficiency units, donation center, and community-based permanent supportive housing units. Directs further expansion of the Department through facility acquisition, community partnerships, new funding opportunities, and adoption of emerging best practices in the field.

SPECIFIC DUTIES/RESPONSIBILITIES:

Provides daily, on-site emergency shelter oversight
Responsible for development, implementation, and reassessment of policies and procedures
Identifies service gaps/program needs and designs/implements new approaches in response
Recruits, trains, and supervises program staff and routinely assesses performance
Ensures uninterrupted, on-site 24/7/365 coverage of the emergency shelter
Provides routine on-call coverage nights, weekends, and holidays in rotation with other staff
Collaborates with the Finance Department to develop and manage the overall program budget, various private, corporate, local, state, and federal funding streams, and program purchases
Collaborates with the Quality Management Department to develop data collection methods, monitor progress in achieving goals and objectives, coordinate chart maintenance and archiving activities, and triage/mediate incident reports
Collaborates with Facilities Director to ensure the shelter and grounds are safe and up to code, facility repair/enhancement projects are appropriately scheduled and conducted, and preliminary plans are development to mitigate any potential resident disruption/displacement during the work
Collaborates with the Advancement Department to identify new and nurture current funders, develop funding proposals, and promote the program
Assists staff in understanding and addressing the underlying issues that may disrupt stable housing, such as unemployment, behavioral health issues, health concerns, immigration status, etc.
Maintains/Fosters positive relationships with funders; local, state and federal homeless advocacy organizations; and, community partners
Ensures data collection and progress reporting are conducted as outlined by funders, regulations, etc.
Maintains appropriate standards of confidentiality in accordance with HIPPA and agency guidelines
Attends regular supervision meetings and monthly Leadership Team meetings
Represents FSRI and Lucy’s Hearth on various stakeholder, advocacy, policy, and strategic committees, planning groups, boards, etc. and in the community
Performs other relevant duties as assigned by the Vice President
Bilingual skills are compensated by an additional 6%, above base pay.
QUALIFICATIONS:

Bachelor’s Degree or higher required
Supervisory experience required
Experience working within the Rhode Island housing system required
Must have excellent communication, interpersonal, and organizational skills (i.e., written, verbal, and presentation, etc.)
Ability to work independently and as a member of a team required
Possession of valid drivers’ license, reliable transportation and proof of current automobile insurance required
Must be agreeable to flexible scheduling to meet resident needs
FSRI values staff with bilingual language capacity and familiarity with the local community served. FSRI includes pay incentives for bilingual staff.
PHYSICAL REQUIREMENTS: This position requires onsite and community visits. Employees in this position must have the ability to:

Travel to and from the shelter, community sites, and other locations located in Providence RI, which may include using walkways, stairs and/or elevators
Ability to lift up to 20 lbs.
Family Service of Rhode Island (FSRI) holds a management agreement with Lucy’s Hearth. As essential staff, the Department Director is required to report to work when scheduled, even if FSRI is otherwise closed, and to remain on site beyond the end of a shift until a replacement arrives, if needed
